This is a request for recorded information held by the London Fire Brigade concerning the fire at Vineyard Yard / LC Energy, Bedfont Road, Feltham, on 25-26 August 2026, including the immediate operational and regulatory aftermath. IDENTIFICATION OF THE INCIDENT The incident is the fire at Vineyard Yard / LC Energy, Bedfont Road, Feltham, adjoining Lyford Cottage, on 25-26 August 2026. The location and date are sufficiently specific to identify the event. Please provide: • the LFB incident number/reference; • the complete Incident Recording System (IRS) record, including narrative and free-text fields; • the recorded incident address/location and any premises identifier, UPRN or equivalent operational identifier held; • the recorded incident type/classification and any later amendment to that classification; • the time and source of first notification to LFB, and the recorded time of mobilisation. FIRE CONTROL, MOBILISATION AND OPERATIONAL RECORD Please provide the recorded information held concerning the mobilisation, command and duration of the incident, including: • mobilising, CAD and Fire Control / Control Room logs; • informative, assistance, priority, make-up and stop messages; appliance, officer and resource mobilisation records, including stations/locations of origin and any attendance by another fire and rescue service; • crew reliefs, handovers, overnight attendance and any re-attendance; • records of active firefighting, damping down, turning over of material, hotspot monitoring and thermal monitoring; • the recorded times at which active firefighting, any stop message, damping down, hotspot/thermal monitoring and LFB attendance ceased; • Fire Control audio recordings and call records concerning this incident, including calls from members of the public, subject only to lawful redaction of information properly withheld. INCIDENT COMMAND, MONITORING AND OPERATIONAL ASSURANCE Please provide: • Command Unit logs, command decision logs, tactical plans and contemporaneous notes of the Incident Commander and sector commanders; • records concerning the appointment, mobilisation and attendance of any Monitoring Officer, including the recorded operational reason or trigger, arrival time, role, contemporaneous assessments, decision records, radio communications, messages, advice or guidance provided to the Incident Commander, notes, and any subsequent report, review, debrief or database entry made by or concerning the Monitoring Officer; • Performance Review of Operations (PRO), Performance Review of Command (PRC) and Incident Monitoring Process Database (IMPD) entries relating to the incident, together with associated referrals, submissions, notes, minutes and supporting material, and any material uploaded or intended to be uploaded to IMPD in connection with the incident; • Operational Review Team (ORT) attendance records, observations, referrals and operational-assurance records relating to the incident. DRONE / UAS, THERMAL, PHOTOGRAPHIC AND VIDEO MATERIAL Please provide all recorded visual and associated technical material held by LFB concerning the incident, including: • drone/UAS visible-spectrum video and still images; • thermal or infra-red imagery; • drone flight logs, telemetry, timestamps, metadata and recorded measurements; • photographs and video recorded by LFB personnel or LFB devices; • body-worn video, if used and held. Where reasonably practicable, electronic imagery should be supplied in its original/native electronic format with associated date/time metadata. If any visual material is withheld in whole or in part, please identify the category of material withheld and the legal basis relied upon. FIRE INVESTIGATION, ORIGIN, DEVELOPMENT AND COMBUSTIBLE MATERIAL Please provide all recorded fire-investigation material held as at the date this request is processed, including: • origin-and-cause examination records, scene examination records, officer notes, referrals, photographs, samples and preliminary or final assessments; • any record identifying the number or location of seats of fire, areas of fire development or hotspots; • any recorded assessment of the nature, quantity, configuration or storage of biomass, timber, woodchip or other combustible material present at the site; • any recorded assessment of fire loading, fire spread, exposure to adjoining land/buildings or risk to neighbouring residential premises. If an investigation or report remains in progress, that fact does not answer the request for recorded information already held. Completed or otherwise separable recorded information should be identified and considered independently. ACCESS, CHAINED GATE, FORCED ENTRY AND APPLIANCE ACCESS Please provide all recorded information concerning access to the site, including: • any obstruction, delay or difficulty in gaining access; • the cutting, forcing, opening or removal of any gate, chain, lock or other barrier; • the time at which effective appliance access was obtained, insofar as recorded; • who held or was believed to hold keys or control access; • communications with any keyholder, responsible person, occupier, landowner or site representative concerning access; • any operational assessment of whether access conditions affected firefighting, appliance positioning, water delivery or incident command. WATER SUPPLY, RUN-OFF, SMOKE AND ENVIRONMENTAL EFFECTS Please provide: • records concerning hydrants, water supply, water relay, water pressure and alternative supplies; • records concerning firefighting water run-off, smoke, debris and any actual or potential environmental contamination; • any environmental or hazardous-material assessment, notification or referral arising from the incident. LYFORD COTTAGE, ADJOINING OCCUPATION AND EVACUATION / LIFE-SAFETY ASSESSMENT Lyford Cottage directly adjoins the incident site. The request therefore includes recorded information concerning the assessment of risk to Lyford Cottage, adjoining residential premises and any adjoining commercial premises. This is not a request for an opinion to be created after the event. Please provide: • any recorded assessment of fire spread, smoke, heat, access/egress or other life-safety risk to Lyford Cottage, adjoining residential premises or adjoining commercial premises; • all records concerning consideration of evacuation or possible evacuation of Lyford Cottage or adjoining premises; • any recorded advice or instruction given to residents concerning occupation, evacuation, vehicles, documents or other protective action; • any recorded decision not to evacuate or not to take another protective measure, together with the contemporaneous recorded basis for that decision, if held. COMMUNICATIONS WITH NETWORK RAIL AND RAILWAY OPERATORS Please provide recorded communications and operational information held by LFB concerning this incident with Network Rail and/or the relevant train operating company, including: • notification of the fire and railway risk; • line closure, blocking, possession or restriction; • electrical or traction-power isolation; • risk to railway infrastructure and fire spread; • railway inspection and the conditions or information relevant to resumption of services; • communications with any Rail Investigation Officer or other railway incident/investigation function. COMMUNICATIONS WITH OTHER PUBLIC AUTHORITIES AND SITE REPRESENTATIVES Please provide recorded communications concerning this specific incident on 25-26 August 2026 with: • the Metropolitan Police Service; • the London Borough of Hounslow; • the Environment Agency; • LC Energy Ltd, its directors, employees, responsible person or representatives; • Bedfont Properties Ltd or any other landowner/occupier representative; • contractors or other non-emergency personnel where the communication concerned access, firefighting, site safety, combustible material, investigation or post-incident action. In addition to communications, please provide any record of attendance at the incident by LC Energy Ltd, its directors, employees, responsible person or representatives; by London Borough of Hounslow personnel; or by contractors, third-party vehicles or other non-emergency personnel. This request is for recorded communications held by LFB. It does not require LFB to obtain information from another body merely because that body may hold additional material. POST-INCIDENT FIRE SAFETY, PROTECTION, ENFORCEMENT AND ASSURANCE Please provide all recorded information held concerning the immediate regulatory aftermath of the fire, including: • any referral to Fire Safety, Protection or Enforcement functions; • any post-incident inspection or audit of LC Energy / Vineyard Yard; • any urgent risk grading or reassessment of the premises; • any decision, or recorded consideration, concerning enforcement, prohibition, restriction or other regulatory action; • any Health, Safety and Environmental event investigation, referral or notification; • any post-incident review, debrief, lessons-learned record or operational/regulatory assurance record; • internal emails, messages and records concerning Vineyard Yard / LC Energy created after notification of the fire and relating to operational, investigation, Fire Safety, Protection or enforcement matters; • any draft, published or amended public. FACT AND DATE OF POST-INCIDENT INVESTIGATION OR REGULATORY ACTION Please confirm: • (a) whether, and on what date, any fire investigation, Fire Safety referral, audit, inspection, risk reassessment, or consideration of enforcement, prohibition or restriction action in respect of Vineyard Yard / LC Energy Ltd was commenced or recorded as arising from or after the incident of 25-26 August 2026; • (b) whether any record falling within paragraph (a) states, refers to, or records whether any audit, inspection, risk reassessment, or consideration of enforcement, prohibition or restriction action had previously been undertaken or considered in respect of the same site, together with any date so recorded. Where LFB withholds the substantive content of any responsive record, regulation 12(11) EIR requires it to make available environmental information contained in, or otherwise held with, the withheld information unless that information is not reasonably capable of being separated. If LFB contends that disclosure of the separable fact or date is itself excepted, it must identify the specific exception relied upon and explain how disclosure of that limited fact would engage it. Insofar as LFB seeks neither to confirm nor deny whether environmental information is held, regulation 12(6) EIR must be addressed expressly, including the particular regulation 12(5)(a) interest said to be adversely affected and the applicable public-interest assessment. If any FOIA neither-confirm-nor-deny provision is relied upon for discrete non-environmental information, the specific statutory provision must likewise be identified. PRIOR REGULATORY RECORD RELEVANT TO THE INCIDENT To the extent held and not already disclosed, please provide recorded information connecting the 25-26 August incident with LFB's pre-existing regulatory record for LC Energy / Vineyard Yard, including: • the premises risk record and risk grading in force immediately before the fire; • any audit/inspection report for LC Energy relied upon or held immediately before the fire; • any fire risk assessment for LC Energy held or reviewed by LFB immediately before the fire; • any pre-incident record concerning access, combustible stock, biomass/timber/woodchip, fire loading, adjoining residential risk or emergency intervention; • any record-change history or audit trail showing whether, and when, the 25-26 August incident caused an amendment, escalation or reclassification of the premises risk record. This section does not require LFB to re-answer complaint C/19079 or recreate earlier correspondence. It seeks the recorded regulatory material relevant to the premises and the incident.
