Response

The number of uninterruptible power supply (UPS) systems in your estate and, where held, their manufacturer and approximate kVA rating (a summary is fine – site-level locations are not required).

LFB have 14 Uninterruptible Power Supply (UPS)in its estate.

We hold information regarding the location, capacity and manufacturer of the Uninterruptible Power Supply (UPS) systems installed across its estate however, we are withholding this information under section 31(1)(a) of the Freedom of Information Act 2000 (Law Enforcement - Prevention or Detection of Crime).

The requested information would reveal details of security and resilience measures protecting LFB premises. Knowledge of the location, capacity and manufacturers of UPS systems could assist individuals seeking to disrupt operations, damage infrastructure or otherwise commit criminal acts against LFB property and facilities. Disclosure would therefore increase the risk of those assets being targeted and could undermine measures designed to protect them.

Section 31 is also a qualified exemption and requires the application of the public interest test.

Public interest factors favouring disclosure

  • Disclosure would promote openness and transparency regarding the infrastructure and resilience arrangements maintained by public authorities.

  • Disclosure would further the public's right to access information held by public authorities.

  • Disclosure may provide reassurance that LFB has appropriate measures in place to maintain the continuity of critical services in the event of a power disruption.

Public interest factors favouring maintaining the exemption

  • There is a strong public interest in protecting the security and resilience of infrastructure that supports the delivery of emergency services.

  • Disclosure would reveal detailed information about the location, capacity and configuration of backup power arrangements and could assist those seeking to identify vulnerabilities in LFB premises.

  • Releasing this information could increase the risk of disruption, damage or other criminal activity affecting operational facilities.

  • There is a significant public interest in safeguarding the continuity of emergency service operations and ensuring that information which could undermine the security of those services is not placed in the public domain.

Whilst there is a public interest in transparency regarding the operation of public authorities, there is a stronger public interest in preventing crime and protecting infrastructure that supports the delivery of emergency services. For the reasons outlined above, LFB considers that the public interest favours maintaining the exemption.

The name of the current supplier(s) contracted to maintain these UPS systems. If UPS maintenance is delivered within a wider facilities management or M&E contract, please name that contractor and any UPS subcontractor.

The maintenance is through our Hard FM Services company, ABM Technical, who subcontract to Centiel.
