Number of fire incidents relating to Bookshelves

How many fire incidents have there been as a result of the bookshelves at tube entrances which has led to the decision to ban them? Why aren't the same principles of this policy being applied to the Metro newspaper - which is more likely to be a fire hazard given they left on trains/platforms - or shops located in the entrances to tube stations.
