Please see the Brigade’s response below.

Please note, that Policy 261 Public order and civil disturbances procedure, has been redacted as the Brigade considers some information exempt under s24 of the Freedom of Information Act (FOIA) 2000 - National Security.

The London Fire Brigade (LFB) is required, under the Freedom of Information Act (FOIA), to consider the public interest in disclosing or withholding the exempt information. This requires the Brigade to consider whether the public interest in withholding the information outweighs the public interest in disclosing it.

Whilst the Brigade acknowledges that there is a public interest in knowing that the London Fire Brigade (LFB) has adequate procedures in place to deal with any emergency incident involving public safety, the disclosure of these details would, or would be likely to, provide anyone wanting to carry out acts of terrorism, with a detailed plan of the Brigade’s operational response which, in turn, would damage the Brigade’s ability to respond efficiently and effectively to an incident; therefore, placing public safety at risk.

Based on the above reasoning the Brigade concludes that the public interest in withholding the information, outweighs the public interest in disclosure.
